It happens frequently: private and commercial landlords who refuse to return the security deposit at the end of a rental contract, even when there is nothing wrong with the property. There are (fraudulent) landlords who, even though the property is handed back in good condition by the tenants, simply do not proceed with the repayment of the deposit.
An extra revenue model
The Woonbond (Dutch Tenants' Association) states: "There are landlords who see it as an extra revenue model. We receive many complaints about this. Landlords often try to find a reason not to return the deposit and hope that tenants will not pursue legal action."
Tenants are advised to conduct an inspection with the landlord at the beginning and end of the rental period and to document the condition of the apartment, for example with photos. With a good landlord or agent, this is a standard condition included in the rental contract.
